In an era of increased cost shifting to participants, the 1199SEIU Benefit Funds provide 420,000 members with access to a range of generic and brand-name drugs at no cost, provided members follow the plan. Aggressive management strategies include mandatory generics, mandatory mail-order for maintenance drugs, and an extensive preferred list. If members make choices outside these parameters, they pay out-of-pocket. The approach has engaged members in using their benefits wisely and saved more than $200 million in drug costs since 2005.

Manatee County’s Your Choice Employee Benefits Plan is a model for controlling costs and improving employee health by investing in integrated health management. Through financial incentives, a rich array of onsite clinical resources, and collaboration across health care silos, the County has built a value-based benefit culture that delivers a return on investment. 93 percent of members are engaged in preventive screenings and programs for targeted health improvement. The County’s combined medical and pharmacy costs are currently at 2006 levels.

More About the Speakers...

Fred Hagen is chief benefits officer of the 1199SEIU Benefit and Pension Funds. He is responsible for managing the Fund’s day-to-day operations covering nearly half a million lives, including hospital, nursing home and home care workers represented by 1199SEIU Health Care Workers East, their dependents and retirees.  Overall benefit expenditures for the Fund exceeded one billion dollars in the last year. Before joining the Fund 23 years ago, he was an employee benefits administrator for a number of third party administrators and insurance organizations. Hagen holds a B.S. degree in business administration from Seton Hall University and is active in many labor organizations.

Bob Goodman is health benefits manager for Manatee County, Florida. His association with the County began in 1993 when, as a third party administrator, he was asked to analyze the County’s health plan. Goodman proposed to self-fund, administer in-house, and promote wellness and prevention. The County hired him to manage health benefits and since then has continuously implemented innovative programs including advocacy, evidence-based accountable benefits, a new Lifestyle Assistance and Modification Program and a soon-to-open wellness center and pharmacy. Before joining Manatee County, Goodman owned one of the original third-party administrator businesses servicing more than 50,000 employees. He has a B.S. degree in commerce from Washington and Lee University.

Kim Stroud, MA, LMHC is director of the Center for Health and Lifestyle Management with the Manatee County Choice Health Plan. She manages the Lifestyle Assistance and Modification Program (LAMP) and is the liaison between the health plan and the wellness center providers. Stroud has managed Employee Assistance Programs (EAP) for multiple employers.  Now in the employee health benefits world, she has been successful incorporating her behavioral health training into areas related to health and productivity management. She has a psychology degree from the University of Illinois, an MA in human development counseling from Bradley University, and a license in mental health counseling by the state of Florida.
