Jane Lutz, Executive Director

Jane Lutz is Executive Director of the Pharmacy Benefit Management Institute. Jane has spent nearly 20 years in the pharmacy benefit management industry working on both the vendor and consulting sides of the business. Her work has focused primarily on strategic sales, competitive landscape, marketing, and client management roles resulting in valuable relationships with key stakeholders in the pharmacy benefit industry. Most recently, Jane led consultant and broker relations for OptumRx, the pharmacy benefit management company within UnitedHealth Group. In this role, she was responsible for developing and managing relationships with the most influential pharmacy consultants and brokers to help drive growth and client retention for OptumRx. She also worked to educate the client-facing teams on important pharmacy benefit trends and competitive intelligence.

Jane started her career as a proposal writer for Diversified Pharmaceutical Services, which later was purchased by Express Scripts. Jane also spent a number of years as a consultant with The Burchfield Group focusing specifically on employer clients and broker channel development. She received her Bachelor’s degree in public relations from the University of Northern Iowa.

Sharon Glave Frazee, VP of Research and Education

Sharon Glave Frazee, PhD MPH is Vice President of Research and Education for PBMI and an Assistant Adjunct Professor of Clinical Pediatrics and Assistant Adjunct Professor of Internal Medicine with Washington University in St. Louis. Prior to joining PBMI, Sharon was Vice President of Research and Analytics at Express Scripts where she led research strategy and execution for one of the largest PBM’s in the nation. She has also held leadership roles in health and economic outcomes research, survey design, pilot and program design and evaluation, analytics and research consulting, advanced analytics, and the development of predictive models at Walgreens, LabCorp, and Landacorp. She was an instructor at North Carolina State University and provided evaluation research for various state and local government agencies before joining the private sector.

Dr. Frazee earned her doctorate in Sociology from North Carolina State University and an MPH from the University of North Carolina – Chapel Hill Gillings School of Global Public Health. Her areas of expertise include outcomes research, medical sociology, behavioral economics, statistics, research methods, predictive modeling, and program evaluation. Sharon has authored or coauthored over 50 peer-reviewed publications as well as book chapters and white papers on healthcare, research methods, and human behavior.

Linda DeChant, Director of Sales

Linda DeChant is Director of Sales for the Pharmacy Benefit Management Institute. She has more than 25 years of experience in marketing, sales, and client relations. She has spent the vast majority of her career in the pharmacy benefit management industry where she has long-standing business relationships in every industry segment. Before joining PBMI, Linda was a key member of the marketing team for CVS Caremark where she was responsible for managing the PBM’s presence in regional and national trade shows. She produced and staffed CVS Caremark exhibits, and served as the company’s liaison to industry trade associations. In addition, she organized and produced Caremark client events, including the annual client forums.

Linda joined Caremark in 1990 when the company was in its infancy as PCS. She has experienced the evolution of the industry over nearly two decades and has a keen understanding of the varied stakeholder roles and business needs. Early in her career, Linda spent eight years in marketing and sales for Fairchild Aircraft in San Antonio, Texas. Her responsibilities included sales administration, marketing, managing trade shows, and building relationships with clients and prospects.

Julie Blackman, Marketing Director

Julie Blackman is Marketing Director for the Pharmacy Benefit Management Institute. She is responsible for the implementation of marketing strategies, development of marketing communications, and other marketing activities for the organization.

Prior to joining PBMI, she worked for CVS Caremark and held positions in product marketing, primary market research, and proposal management. She has 15 years experience in pharmacy benefit management. Julie has a Bachelor of Science in Business Management and a Bachelor of Science in Communication from Arizona State University.

Shelly Carey, Research Director

Shelly Carey, MMR, is Research Director for the Pharmacy Benefit Management Institute. Her responsibilities include project management of PBMI's research reports as well as technical lead for other initiatives. Before joining PBMI, Shelly held various market research roles on both the client and supplier side. Her experience includes research design, execution, and analysis. Previous positions included data analysis, reporting, and research for Express Scripts, where she worked for over 10 years.

Shelly obtained her Bachelor of Science degree in Math/Statistics as well as her Master of Market Research from Southern Illinois University Edwardsville.

Rebecca Sedjo, Research Director

Rebecca L. Sedjo, PhD, MSPH, is a Research Director for PBMI and an Adjunct Assistant Professor of Community and Behavioral Health with the Colorado School of Public Health at the University of Colorado Anschutz Medical Campus. Prior to joining PBMI, Dr. Sedjo held various positions in academia, industry, and state government. Most recently, Dr. Sedjo was an Assistant Professor at the University of Colorado Anschutz Medical Campus where she designed, led, and executed research studies at the Colorado Cancer Center. She has also previously served as a Health Economic and Outcomes Research Consultant for Express Scripts, Inc., an Epidemiologist with the Colorado Department of Public Health and Environment, and various research positions at the University of Arizona Cancer Center.

Dr. Sedjo earned her MSPH from the University of North Carolina-Chapel Hill and her PhD from the University of Arizona. Her areas of expertise include epidemiology, outcomes research, research methods, statistics, and program evaluation. She has extensive experience designing, implementing, and managing projects as well as collecting, analyzing, and interpreting heathcare and population data. Dr. Sedjo has authored or co-authored over 30 peer-reviewed publications as well as book chapters and state reports on population health.
